So in reality, its been 3 or so years of development, not 6.Īnyway, to answer the rest of your question, its probably not anymore challenging to make a 3ds emulator than any other one.
Citra wasn't the first 3ds emulator, but development of citra didn't start till late 2014, and really didn't pick up till 2015. So really the "its been 6 years" is very misleading as public exploits for the 3ds didn't really get around till 2013 or 2014 i think. You can't start writing an emulator until you can run homebrew and start running tests against the original hardware (unless you have design specs or something else like an SDK). Your question in the title is pretty loaded how its worded.
